Second Conference for the Population and Development Committees in the Arab States members in the forum
20 - 22 February 2001

At an invitation of the General secretariat of the Parliamentarians’ Forum and the UNFPD, the first Arab meeting of the population committees for the population and development was held in Amman in the Hashemite Kingdom of Jordan during the period (20-22) February 2001 under the patronage of the Chairman of the Lower House in Jordan, H.E. engineer Abed E-Hadi El-Majali the
The meeting was held at the Royal Culture Center / Municipality of Amman the Capital, initiated by verses of the holy Koran followed by a welcome speech by the patroness of the ceremony through which H.E. emphasizing on the unity of the Arab/ African parliamentarian together stressed the importance of ascending the new century within a foundational framework that takes care of the population and development cases. The regional parliamentarian corps also showed a special concern towards this vital issue and formed its own committees on the population and development and the African and Arab States forum was established and will be held after two days in Amman.
The patroness of the ceremony wished all the success to this meeting in achieving practical stages on the way of the mutual parliamentarian work in the population and development domains.
With God blessings the opening of the Arab /African meeting on the population and development was declared.
Chairman of the forum of the African and the Arab States on the Population & Development. H.E. Mr. Mustafa Ka talked about the importance of this forum and the big international concern in the Population & Development cases, H.E. also wished the success and serious discussion for the welfare of the Arab community. Later on the Secretary-General of the forum H.E. Senator Marwan El-Hmoud talked about and indicated the need of every Arab state of adopting policies concerning Population based on the requirements and goals of these states in order to avoid the random demographic behavior. H.E. also declared the call for a conscious, realized mutual work on the sustained development and its connection with the population issue emphasizing on the necessity of adopting a developmental Arab population policy that takes into consideration the privacy of every society. Then , the resident representatives of the UNFPA in Amman H.E. Saif El-Deen Abaro talked about the population case as big challenge to our Arab region in pursuing to activate the sustained humanitarian development , since the states of the Arab region face high rates of the population growth without being accompanied with achieving similar rates of the economical growth . H.E. Mr. Abaro also talked about the importance of taking the woman issues appropriate consideration , he also indicated the woman sufferings from weakness reasons since the Arab legislations are still unable to guarantee the basic rights declared by the Islamic doctrine in the woman case .
The Arab meeting on the Population and Development held the following sessions:-
1- Procedural : presided by the Secretary- General of the forum H.E. Senator Marwan El-Hmoud, , during this session presidents of the labor and final sessions was also selected as the were selected. H.E. Mr. Osama Melkawi the secretary of the forum. The drafting committee was also formed from H.E. Osama Melkawi, Dr. Kamal Bellen, Abed El-Fattah Metwaly Dyab, and Ahmad Qabouli.
2- First labor Session: Presided by H.E engineer, Abed Al-Fattah Metwaly Dyab.
3- Second Labors Session: Presided by Mr. Tarek Abed-Lefteh.
4- Third Labor Session: Presided by Dr. Kamal Bellan.
5- Fourth labor’s Session: Presided by Bader El-Deen El-Messawi.
6- Final session: Presided by Dr. Jellaly Jelato.
The participants condemned the continuous Israeli practices through its occupation and aggression of the Arab Lands in Palestine, Joulan and Shaba’a farms in building settlements , displacement , violence acts, abusing the Arab culture ,lay mines , which resulted in obstructing the efforts of development in those territories . The participants also assured their complete support for the Aqsa Intifada using all methods and continuing this support until victory and liberation.
The participants also emphasized on ending the abusing sanctions on the Iraqi people which resulted in destroying the humanitarian development confrontation and polluting the environment that resulted in the death of a big number of little children and women and elderly besides the spread of many diseases.
The participants also emphasized on the Arab solidarity of establishing the joined Arab market in order to facilitate the Arab development and economical integration factors and achieving the continuous development for its people and the necessity of setting an Arab population policy to face the population and development challenges in the Arab World , especially dealing with the poverty, joblessness and making available opportunities and circumstances to allow the Arab qualifications to return to their mother lands.
